Every agent is different, but for me, a short inquiry by e-mail is best. Describe the book project, why it's unique/special, and your credentials/platform. Do not paste entire chapters into the body of an e-mail message. Because of the volume of inquiries I receive on a daily basis, inquiries that are personalized (rather than copied to multiple agents simultaneously) and make an effort to recognize my interests are most likely to get my attention.
